No. Public uploads can be created anonymously when the site owner has public uploads enabled.

A file is removed when it expires. When automatic deletion is enabled, it is also removed after the final allowed download.

This server accepts up to 200 MB per upload request. The site operator can change that limit with a server environment variable.
